The House of Representatives has mandated the real-time electronic transmission of election results from polling units to the Independent National Electoral Commission (INEC) Result Viewing (IReV) portal.
This decision, part of the clause-by-clause consideration of the Electoral Act (Amendment) Bill 2025, seeks to address long-standing concerns over transparency and reduce delays in result collation. Clause 60(3) now states:
“The presiding officer shall electronically transmit the results from each polling unit to the IReV portal in real time, and such transmission shall be done after the prescribed form EC8A has been signed and stamped by the presiding officer and/or countersigned by the candidates or polling unit agents, where available at the polling unit.”
Previously, the 2022 Act left electronic transmission discretionary, causing glitches and delays during the 2023 elections. The new amendment removes this ambiguity.

Additionally, the House entrenched the Bimodal Voter Accreditation System (BVAS) as the primary accreditation tool under Clause 47(2). If BVAS fails and no replacement is available, elections in affected units must be cancelled, with a rerun within 24 hours if results could affect constituency outcomes.

Committee Chairman Adebayo Balogun praised the amendments, noting they strengthen the 2022 Act while closing procedural gaps identified through stakeholder consultations.
The bill now awaits full passage, Senate harmonisation, and presidential assent ahead of the 2027 elections.
