The Nigerian Civil Aviation Authority (NCAA) has warned domestic airlines against informing passengers that ticket refunds take up to four weeks, describing the practice as a violation of aviation regulations.
The warning was issued on Monday by Michael Achimugu, Director of Public Affairs and Consumer Protection at NCAA, via his verified X (formerly Twitter) account.

According to the NCAA Regulations 2023 (Part 19), all airlines are mandated to process and complete ticket refunds within 14 days of a passenger’s request.
“The NCAA regulations are clear about the timeframe for ticket refunds, and it is 14 days. Operators cannot create a different rule in this regard,” the statement read.
The Authority’s warning follows increasing passenger complaints about airlines claiming refund processes take up to a month. NCAA stressed that such claims are unacceptable and that airlines must comply strictly with its regulatory standards.

Achimugu emphasised that the Authority would not tolerate any conduct that undermines its regulatory powers or mistreats passengers.

“Enough of this. We cannot all claim to be working for the improvement of the industry and be duplicating rules in a manner that undermines the authority and is unfair to passengers,” he said.
