The scholarship programme is aimed at equipping young Nigerians from the Niger Delta with advanced education and skills to enhance their participation in local content development and improve global competitiveness. Eligible applicants must possess a first-class or second-class upper division degree and be below 40 years of age.

The selection process will involve preliminary shortlisting based on academic credentials and local identification, followed by a computer-based test to be conducted in Rivers State, where candidates must score at least 70 per cent to advance. Successful applicants will undergo further verification through their Local Government Area and Community Development Committee before final selection.

The fully funded scholarship will cover studies in foreign universities, with funding determined by the prevailing naira exchange rate. Preference will be given to candidates from oil-producing states such as Akwa Ibom, Delta, and Rivers, among others in the Niger Delta region.

The Commission noted that only shortlisted candidates will be contacted and retains the final decision on all selections.
