The Kano State Government has issued an executive order proscribing a group operating under the name “Independent Hisbah Fisabilillahi.”

Signed by Governor Abba Kabir Yusuf on December 8, 2025, the order revealed that the government uncovered recruitment, training, and mobilisation of youths into the group without lawful authority, violating the Kano State Hisbah Board Law.

Briefing journalists, Commissioner of Information and Internal Affairs, Ibrahim Abdullahi Waiya, emphasised that the Hisbah Board remains the only legally recognised body empowered to coordinate Hisbah-related duties in the state.

He noted that the emergence of the parallel group amounted to creating an unauthorised enforcement structure capable of undermining public peace and statutory mandates.

“It shall not be lawful for any person or group to recruit, assemble, mobilise, train, or deploy individuals to operate a parallel Hisbah or similar enforcement outfit in the state,” the executive order read.

The governor declared all activities of the group “unlawful, illegal and void,” warning that impersonating the Hisbah Board’s uniform, symbols, or authority would attract sanctions.

Governor Yusuf directed security agencies, including the Nigeria Police Force, Department of State Services, and Nigeria Security and Civil Defence Corps, to investigate the group’s promoters, halt ongoing recruitment or training, and take lawful measures to prevent any breakdown of law and order.

The public was advised that participation in or support of the proscribed group constitutes a violation of state laws. Individuals already recruited were urged to disengage and report to the nearest security formation, Hisbah office, or local government authority.

The executive directive, which takes immediate effect, will be gazetted by the state government printer.
