BREAKING: Accountant-General Exposes Forged State House Letter Behind ‘Fake’ Presidential Agency

The House of Representatives’ investigation into the controversial Presidential Foreign Investment Promotion Council (PFIPC) took a dramatic turn on Monday after the Accountant-General of the Federation, Shamseldeen Ogunjimi, revealed that a forged State House letter was used to obtain official government recognition for the alleged fake agency.

Appearing before the House Ad Hoc Committee investigating the council’s operations, Ogunjimi disclosed that the Office of the Accountant-General processed what appeared to be an authentic letter from the Presidency requesting the creation of an administrative code for the agency, only for investigations to later reveal that the document did not originate from the State House.

According to him, the office first received the letter in November 2024 and acted in line with standard procedures by creating the administrative code and notifying relevant government institutions.

Ogunjimi, however, stressed that although several administrative requests from the purported council were processed—including applications for self-accounting status, personnel deployment, Treasury Single Account arrangements and funding approvals—no public funds were released to the organisation.

He further disclosed that the agency requested an establishment grant of ₦27.4 billion, but the request was rejected because there was no budgetary provision for it.

The Accountant-General also revealed that two domiciliary accounts opened by the Central Bank of Nigeria for the organisation never became operational because the required regulatory conditions were not met.

Addressing lawmakers, Ogunjimi made one of the hearing’s biggest revelations, stating, “The letter that was received by the Treasury was respectfully addressed as coming from the State House. That letter was never issued by the State House.”

The committee concluded that forged presidential documents may have been used to mislead several government institutions into recognising and processing requests for an agency with no legal backing.

The House is also investigating allegations that forged presidential approvals, fake Acts of the National Assembly and other falsified government documents were used to establish and operate the purported Presidential Foreign Investment Promotion Council.

Lawmakers have directed the Inspector-General of Police to produce the alleged mastermind, Adeyemi Adeniyi, before the committee on Wednesday as investigations continue.
