Dangote Petroleum Refinery’s decision to price petrol and other refined products in United States dollars has raised fresh concerns that fuel prices may rise again in Nigeria.

The refinery reportedly fixed its ex-depot petrol price at $0.779 per litre, while diesel was listed at $1.087 per litre and aviation fuel at $0.942 per litre.

The new pricing template took effect from July 13, 2026, after the refinery informed marketers that previous naira-denominated invoices and deal recaps had become invalid.

Does This Mean Nigerians Will Buy Fuel in Dollars?

No. Nigerians will still buy petrol in naira at filling stations.

The dollar pricing affects marketers and bulk buyers purchasing products from the refinery. However, because marketers now calculate their landing or depot cost based on the exchange rate, the final pump price may rise or fall depending on the naira’s value against the dollar.

At an exchange rate of about ₦1,380.50/$1, the $0.779 petrol price translates to around ₦1,075.61 per litre at ex-depot level.

This is close to Dangote’s earlier naira ex-depot price of about ₦1,075 per litre, meaning the immediate change may not be dramatic. The bigger issue is that the naira equivalent can now change whenever the exchange rate changes.

Why Petrol Price May Rise Again

Petrol price may rise again this week if:

  • The naira weakens against the dollar.
  • Marketers buy at a higher exchange rate.
  • Crude oil price rises.
  • Transport and logistics costs increase.
  • Importers raise depot prices.
  • Independent marketers add wider margins.
  • Supply from the refinery or other depots becomes tight.

Because the pricing is now dollar-linked, even a small movement in exchange rate can affect the naira price paid by marketers.

Why Dangote Changed to Dollar Pricing

Reports say the refinery moved to dollar pricing because of crude supply and foreign exchange issues.

The naira-for-crude arrangement allowed local refiners to buy crude in naira, reducing pressure on the foreign exchange market. But reports say Dangote has faced difficulty getting enough crude under the programme and has had to source some crude in dollars.

If a refinery buys crude in dollars but sells refined products in naira, it may face exchange-rate losses. Dollar pricing helps reduce that risk.

Will Pump Price Increase Immediately?

Not necessarily.

Experts say the new dollar price is close to the old naira price when converted at the official exchange rate. So filling stations may not increase prices immediately if the naira remains stable and supply is steady.

However, pump prices may become more unstable because marketers will now watch the dollar rate more closely before setting prices.

What This Means for Motorists

For motorists, the main issue is price uncertainty.

If the naira weakens, filling stations may raise prices. If the naira strengthens or crude prices fall, prices may reduce.

Motorists should expect possible price differences between:

  • NNPC stations
  • Major marketers
  • Independent marketers
  • Lagos and other depot-close locations
  • Northern and inland states with higher transport costs

Is Dangote Allowed to Sell in Dollars?

Reports quoting downstream regulatory sources say the Petroleum Industry Act allows operators to recover costs and earn returns on investment. This means dollar pricing may not be illegal if the refinery is sourcing crude or inputs in dollars.

However, the development may still raise policy concerns because fuel is consumed locally and most Nigerians earn in naira.

Dangote’s dollar pricing does not mean Nigerians will pay for petrol in dollars at filling stations. But it means petrol prices may now move more closely with exchange rate changes.

If the naira weakens this week, pump prices may rise. If the exchange rate remains stable, the impact may be limited.
