President Bola Ahmed Tinubu has signed the National Identity Management Commission Act 2026 into law, replacing the old identity management framework that had been in place for nearly 20 years.

The new law strengthens Nigeria’s digital identity system, expands the use of the National Identification Number, NIN, and introduces tougher punishment for identity-related offences.

One of the biggest highlights of the NIMC Act 2026 is the penalty for identity fraud and illegal access to identity data. Offenders may face a minimum five-year jail term, while corporate bodies may face fines of up to ₦20 million.

Why the NIMC Act 2026 Matters

The NIMC Act 2026 is designed to modernise Nigeria’s identity system and make the NIN more central to public and private transactions.

According to the Presidency, the new law is part of the Federal Government’s plan to build a secure digital identity system that can support national security, financial inclusion, public service delivery and Nigeria’s digital economy.

The law also gives NIMC a stronger role in digital identity verification, authentication and protection of personal information.

Major Offences Under the NIMC Act 2026

The law introduces stricter punishment for identity-related offences.

Offences include:

  • Forging identity records
  • Registering multiple times
  • Stealing another person’s identity
  • Impersonation
  • Unauthorised access to identity data
  • Illegal use of NIN information
  • Misuse of personal data
  • Corporate abuse of identity systems

President Tinubu said penalties under the new law have been increased significantly to discourage fraud and abuse.

Five-Year Jail Term Under NIMC Act 2026

The new Act provides a minimum five-year imprisonment for offences such as:

  • Unauthorised access to identity data
  • Multiple NIN registration
  • Impersonation
  • Identity theft

This means anyone who tries to manipulate the national identity system may face serious criminal punishment if convicted.

₦20 Million Fine for Corporate Bodies

Corporate organisations that abuse the identity system may face fines of up to ₦20 million.

This is important because many banks, telecom companies, fintech platforms, insurance firms and service providers now rely on NIN verification.

The law is expected to discourage companies from mishandling citizens’ personal data or using identity information beyond the purpose for which it was collected.

One NIN for Major Transactions

The NIMC Act 2026 strengthens the use of NIN as the main identity number for Nigerians.

The NIN may now be required for major transactions such as:

  • Bank account opening
  • SIM registration
  • Land transactions
  • Tax payments
  • Pensions
  • Insurance
  • Consumer credit
  • Government services
  • Identity verification
  • Other public and private sector transactions

The idea is to support a “one person, one identity, one number” system.

Protection of Personal Data

The Act also strengthens the protection of Nigerians’ personal information.

According to the President, personal data cannot be accessed without consent, and it cannot be used beyond the purpose for which it was provided, except through proper legal channels.

This means organisations handling NIN data must be more careful with how they collect, store, verify and share citizens’ information.

NIMC Gets Stronger Powers

Under the new law, NIMC is expected to play a stronger role in Nigeria’s digital identity system.

The Commission now has stronger powers to:

  • Investigate identity-related offences
  • Work with security agencies
  • Support digital identity verification
  • Protect the integrity of NIN records
  • Harmonise identity databases
  • Strengthen digital public infrastructure

The government says the new identity system will also help national security agencies fight identity theft, terrorism, financial crimes and border-related crimes.

General Multipurpose Card

The NIMC Act 2026 also introduces the General Multipurpose Card.

This card is expected to serve as a single identity credential that can be used for verification across different sectors.

The card may help Nigerians access services more easily if properly implemented.

What It Means for Nigerians

For ordinary Nigerians, the new NIMC Act means your NIN is now more important than ever.

You should:

  • Avoid multiple NIN registration.
  • Do not allow anyone to use your NIN.
  • Do not submit false information during registration.
  • Protect your NIN like your bank details.
  • Update your records only through approved NIMC channels.
  • Avoid fake NIN correction agents.
  • Do not buy or sell identity information.

If you suspect your NIN has been misused, report to NIMC or relevant authorities.

What Nigerians in Diaspora Should Know

The Act also provides for wider access to identity services for Nigerians in the diaspora.

This means Nigerians living abroad may get improved access to NIN enrolment, updates and identity services as implementation expands.

The NIMC Act 2026 is a major identity reform law. It makes the NIN more important for daily transactions, strengthens data protection and introduces serious punishment for identity fraud.

Nigerians should take their NIN seriously, avoid multiple registration and protect their identity information from fraudsters.
