  • The Federal Government has launched a new digital HR platform that will automate civil servants’ postings, promotions, leave applications and other personnel processes, ending manual procedures and lobbying for postings.

The Federal Government has launched the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), introducing a fully digital platform that will automate staff postings, promotions, leave applications and other personnel processes across the Federal Civil Service.

The new system, unveiled in Abuja on Monday, is designed to replace manual human resource processes with a single integrated digital platform covering the entire employee lifecycle.

Speaking at the official launch, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, described the initiative as a major step towards building a modern, efficient and technology-driven public service under President Bola Tinubu’s Renewed Hope Agenda.

“We are not just unveiling a digital platform, but institutionalising a better way of managing our most important resource, which is our people,” she said.

One of the major changes introduced by the platform is the automation of staff postings, a move expected to end lobbying and personal influence in deployment decisions.

“Post me here, post me there. I want a juicy posting, no more. It is now digitalised. No more lobbying for posting,” Walson-Jack declared.

According to her, the platform will manage biometric enrolment, onboarding, payroll administration, staff mobility, promotions, leave applications, reporting and data analytics for the more than 508 Ministries, Departments and Agencies (MDAs) currently on the IPPIS platform.

She explained that the employee self-service feature will allow civil servants to securely access and update their records online, reducing paperwork, delays and administrative bottlenecks.

The Head of Service also noted that the software was developed entirely by Nigerians, describing it as a practical demonstration of the Federal Government’s Nigeria First policy.

She urged all MDAs to fully embrace the platform, stressing that digital transformation can only succeed when users adopt new ways of working rather than replicating old bureaucratic practices electronically.

Also speaking at the event, the Accountant-General of the Federation, Shamseldeen Ogunjimi, disclosed that IPPIS, which began in 2007 with just seven pilot MDAs, now manages more than 1,008,800 employee records across 508 federal institutions.

He said integrating human resource management with payroll administration would improve workforce planning, strengthen fiscal discipline and enhance transparency in public service management.

Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, described IPPIS as one of Nigeria’s most successful public sector reforms, noting that the newly introduced HR modules would enable civil servants to apply for leave online, track promotions and disciplinary matters, and better manage their personnel records.

The Federal Government said the platform would also support future integration with other government systems, advanced analytics and predictive workforce planning as part of efforts to build a more efficient, transparent and globally competitive civil service.
