  • The ICPC has asked the Medical and Dental Council of Nigeria to investigate and discipline Professor Bello Abubakar over allegations that he issued a fake medical report to support former Kaduna State Governor Nasir El-Rufai’s bail application.

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has petitioned the Medical and Dental Council of Nigeria (MDCN) to investigate and sanction Professor Bello Abubakar over allegations that he issued a fake medical report for former Kaduna State Governor Nasir El-Rufai.

According to the anti-graft agency, the petition was submitted to the Medical Practitioners Investigating Panel, requesting disciplinary action against the National Hospital Abuja consultant over alleged professional misconduct.

The ICPC alleged that the medical report, dated June 10, 2026, was prepared to support El-Rufai’s bail application on health grounds in his ongoing corruption cases.

Investigations by the commission reportedly found that the National Hospital had no medical records showing El-Rufai was registered as a patient or underwent any consultation, examination, laboratory test, or clinical procedure to support the diagnosis contained in the report.

The hospital also allegedly informed the ICPC that the report was issued without its knowledge or authorization, despite bearing its official letterhead.

According to the commission, Professor Abubakar only visited El-Rufai twice while he was in ICPC custody, during which routine blood pressure checks were conducted, with no clinical examinations or laboratory investigations carried out to justify the medical opinion.

The ICPC has already filed criminal charges against the doctor, accusing him of forgery, abuse of office, and preparing a false medical report to help El-Rufai secure bail.

If found culpable by the MDCN, Professor Abubakar could face professional disciplinary sanctions in addition to the ongoing criminal proceedings.

Meanwhile, El-Rufai has denied all corruption allegations against him, insisting the cases against him are politically motivated.
